MARKETS REBOUND ON HOPES FOR REVIVED BAILOUT; AND SWING STATE POLLS.

WALL STREET BAILOUT. Wall Street rebounded strongly on Tuesday, in large part due to a belief that some form of bailout will still be approved before Congress goes into recess for the fall elections. Dem opponents revived their push for giving bankruptcy judges the power to restructure mortgages to avoid foreclosures. GOP opponents, by contrast, want concessions to better empower businesses while not increasing their tax burdens. Centrists -- and leadership -- believe slight tinkering with Monday's version will be enough to gain the few votes needed for House passage. Speaking with MSNBC, House Majority Whip Jim Clyburn (D-SC) explained how the bailout failed on Monday. He said the bipartisan leadership agreement was that House Dems were responsible for producing at least 118 votes in support of the bailout and House Republicans had agreed to deliver 100 votes. Clyburn said he spoke with Republican Whip Roy Blunt a "few hours" before the vote and Blunt told him the GOP count was only at "the mid-70s to 80s." In response, Clyburn said he helped deliver 140 votes to provide Blunt with a cushion -- but the Republicans still fell short of their estimated whip count and produced only 65 votes in support of the rescue plan. And -- considering the roll John McCain said he played in "convincing" House Republicans back the bill -- it was notable that every Arizona Republican in the House voted against the bailout on Monday. Both sides are talking behind closed doors, with another vote likely before the end of the week. Senate leaders of both parties hope to force a Senate vote by Wednesday evening, in an effort to pressure House members ot back the bailout.

PENNSYLVANIA (Muhlenberg College): Obama - 49%, McCain - 41%, Others - 3%.
VIRGINIA (Insider Advantage): Obama - 51%, McCain - 45%, Others - 1%.

GOVERNOR. The new independent polls for the gubernatorial contests:
INDIANA (SurveyUSA): Governor Mitch Daniels (R) - 53%, former Congresswoman Jill Long Thompson (D) - 37%, engineer Andy Horning (Libt) - 6%..
